Short answer

Sort your files into one of two buckets. It takes five seconds and it determines everything else.
Bucket one: it would not matter if a stranger read this. Recipes, manuals, class notes, a restaurant menu, product documentation, photos of your dog. Use whatever is quickest, including online tools.
Bucket two: this contains something about you or someone else. Bank and card statements, payslips, tax paperwork, signed contracts, invoices with client details, medical records, passport or licence scans, anything with an address, a signature or an account number. Keep it offline.
Why this is not paranoia
When you use a free online merger, your file is transmitted to and stored on that company’s servers for at least as long as the processing takes. Most reputable services state that uploads are deleted after a period, and most of them mean it. The problem is that you cannot verify it, you often do not know which country the server is in, and the sites at the top of search results for “merge pdf free” are not always the reputable ones. For a menu that is a non-issue. For a scan of your passport it is a real one, and the offline alternative costs you nothing.
Method 1: Merge offline with a free desktop app
This is the right default for anything sensitive, and honestly it is the right default full stop, because once it is installed it is faster than uploading anyway.
The Microsoft Store has several free PDF tools that list merge or combine among their features, and there are long established open source projects that do the same. Whichever you pick, the process is essentially identical:
- Install the tool and open it.
- Choose Merge or Combine from the main screen.
- Add the PDF files you want to join.
- Drag them into the order you want. Most tools let you reorder or remove individual pages at this point too.
- Click Merge and choose where to save the result.
Nothing is uploaded. The files never leave the machine, which means the privacy question simply does not arise.
Choosing a free PDF app without picking up something else
Stick to the Microsoft Store, where apps are vetted and sandboxed, or to open source projects with a long public history and a real repository. Be sceptical of “free PDF editor” downloads served through search ads or hosted on file sharing sites, which are a well documented delivery route for adware and worse. Method 2: Merge online, for files that are not sensitive
For bucket one documents, online tools are genuinely the fastest option. Nothing to install, works on any device, and the whole thing takes under a minute.
- Open a reputable online PDF merge tool. Prefer services run by established software companies with a published privacy policy over ad heavy sites you have never heard of.
- Upload your files.
- Drag them into order.
- Merge, then download the result.
- If the service offers a delete button for your uploads, use it rather than assuming.
Two habits worth keeping: use the service’s own delete option when it exists, and never upload something from bucket two just because you are in a hurry. The offline route takes an extra two minutes the first time and zero minutes every time after that.
Method 3: Microsoft Print to PDF, for combining things that are not PDFs yet
This one is built into Windows 11, entirely offline, and consistently overlooked. It behaves like a printer, except the output is a PDF file rather than paper, and it works from almost any application that can print.
To combine multiple images into one PDF:
- Open File Explorer and select all the images, in the order you want them. Sorting the folder by name first makes this predictable.
- Right click the selection and choose Print.
- In the printer dropdown, choose Microsoft Print to PDF.
- Pick a layout on the right, set the paper size, and click Print.
- Choose a filename and location. You get one PDF containing every image as a page.
The same trick works from a browser, a text editor or any other app: print, choose Microsoft Print to PDF, and you have a PDF. It is the simplest way to turn a web page, a receipt or a scanned document into something you can then merge with everything else.
What it does not do is merge two existing PDFs. For that you need Method 1 or Method 2.
Method 4: Assemble it in Office and export once
Often the cleanest answer is not to merge PDFs at all, but to build the document properly and export it a single time.
If you are assembling a report from several sections, a proposal with an appendix, or anything where you wrote the content yourself, putting it together in Word and exporting once gives you a far better result than stitching PDFs together afterwards. You keep working headings, a table of contents that updates itself, consistent page numbering across the whole thing, and selectable text throughout.
- Build the full document in Word, using Styles for your headings so the structure survives the export.
- Go to File, Export, Create PDF/XPS Document.
- Save. One PDF, correct structure, no merging required.

Protecting the file once it is merged
If you have just combined a set of sensitive documents into a single PDF, you have created one file that is more valuable to lose than any of the originals were. Two things worth doing.
Password protect it. Most PDF editors can add a password and encryption to the finished file. Think about where it lives. A merged PDF of financial paperwork sitting in your Downloads folder on an unencrypted laptop is a bad combination.
